Is it corruption if everyone agrees?

On October 22nd, 2018 a special called Osceola City Council meeting was held for the purpose of hearing a real estate transaction proposal from Ken Kennemore of Kennemore Real Estate. Nothing unusual. Nothing out of the ordinary. The details of the contract were simple... A vaguly outlined entity would lease portions of a 250,000 sq/ft property at $0.22 per sq/ft on 80+/- acres of highly developed industrial property. PLUS.... FREE UNLIMITED UTILITIES for the term of the lease with no deposit or sublease clause.

The seller agrees to lease space at $0.22 per square foot per month per the schedule below.

1st year 60,000 sq/ft
2nd year 195,000 sq/ft
3rd year 250,000 sq/ft

This price includes utilities. These are minimum square feet.

All Osceola City Council members present at the time of the proposal voted to accept the contract with NO QUESTIONS. The records of the council meeting and the accepted contract have been made public and were provided to the absent council members via email on 11/16/2018.

There has been NO CALL to recend.
